Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). As a result of the Russian attack in February 2022, Malteser International has expanded its humanitarian activities in Ukraine with a strong partner focus to include relief distributions in war-affected areas – winterization – a scale-up of Mental Health and Psycho-social support – as well as social support and cohesion.
In support of the current and envisioned program implementation and to reinforce the capacities of our local partners in Ukraine, Malteser International is looking for a national MHPSS Manager.
Under the supervision of the Head of Program, the MHPSS Manager will define, supervise and coordinate MHPSS programs and strategies. You will support and guarantee the quality, the relevance, and the scaling of the MHPSS intervention in close collaboration with the relevant national partners and as per MI, international and national policies and procedures. In this role, you will provide technical support and guidance on mental health and psychosocial support functions during the scaling-up and exploration of new potential partners, conducting field and need assessments, contributing to the development of quality proposals, providing technical support to partner’s quality and timely project implementation as well as supporting reportorial requirements for MI, clusters, partners and institutional donors.
Your responsibilities:
- Work closely with Malteser International (MI) Global Technical Advisor on comprehensive and standardized mental health and psychosocial support programming
- Support mapping out of existing MHPSS expertise & structures in Ukraine, including private & public health, social welfare and education services to pool, mobilize and coordinate resources.
- Contribute to the development and conduct of needs and gap assessments on mental health and psychosocial support for new concept notes and proposal, ensuring consideration for humanitarian standards and cross-cutting issues.Collect and analyze internal and external data on the MHPSS context and analyse MHPSS humanitarian situation.
- Propose intervention strategies based on identified needs and Ensuring a cross-cutting approach to interventions.
- Support partners’ mental health and psychosocial support project implementation with regards to detailed planning, respect for technical standards and necessary adaptations.
- Identify training needs and provide trainings of the MHPSS team when required, develop technical skills of the MHPSS partners’ teams in line with the sector's evolution.
- Perform other duties as assigned by Line Manager.
Your profile:
- A relevant university degree in social sciences/work; ideally a degree in clinical psychology or allied profession
- At least 5 years of progressively experience in providing mental health and psychosocial support program and basic counselling . Ideally with 3 years of proven experience in similar positions with international NGOs.
- With experience of working with partners and by using participatory approach as well as of coordinating responses with a range of actors, including Government authorities, national/ local organizations, NGOs, UN.
- Knowledge in public mental health, as well as integrated MHPSS interventions models in promotion/prevention and treatments at primary health care level and of guidelines and principles, good practices, of mental health and psychosocial support in emergency settings.
- Ability and proven capacity in planning and monitoring MHPSS programmes in line with the psychological and psychosocial consequences of violence, including gender-based violence.
- A good team player with excellent interpersonal and communication skills
- Fluency in both Ukrainian and English Languages (written and spoken).

- Duty Station: Kyiv/Ukraine with frequent travel to other oblasts
- Duration of contract: One year (with possibility to extend)
