Malteser International is the international humanitarian relief agency of the Sovereign Order of Malta. Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). As a result of the Russian attack in February 2022, Malteser International has expanded its humanitarian activities in Ukraine with a strong partner focus to include relief distributions in war-affected areas – winterization – a scale-up of Mental Health and Psycho-social support – as well as social support and cohesion.

In support of the current and envisioned program implementation and to strengthen our Safeguarding work in our programs  Malteser International is looking for Senior Safeguarding Officer.

Under the supervision of the country coordinator, the Senior Safe Guarding Officer will liaise regularly with our Global Safeguarding Team, Country Office staff and closely working with MI’s Regional Safeguarding Manager. The postholder may take part in various cross-sector Safeguarding meetings and working groups. Your role is strengthen our Safeguarding work in our programs and proactively support implementation of these commitments focusing on building and strengthening safeguarding at every stage of the programs in Ukraine.

Your responsibilities:

  • Provide the Ukraine Country Office Team with safeguarding expertise and guidance to reduce the safeguarding risk for staff and people in the affected community, and to respond effectively and in a survivor-centered way to any suspected violations.
  • Work closely with MEAL to develop (or strengthen) adequate reporting mechanisms and ensure the existing CRM (Complaint and Response Mechanism) of MI in accordance with the Safeguarding Guideline, Safe Disclosure Guideline and relevant procedures are effectively rolled out. 
  • Ensure the IASC PSEAH minimum operational standards are met in accordance with the six core principles.
  • Identify and ensure integration with all sectors of SG activities that are addressed in real-time and resourced/budgeted well. 
  • Deliver Safeguarding training/workshops for staff members and partners as required. In addition, ensure that case information is shared with the Global Safeguarding Team in a timely manner, kept confidential, documented, and filed/stored appropriately.
  • Ensure the Safeguarding Annual Action Plan is developed and implemented according to its work plan. Also, Identify potential tools and systems in order to develop a more effective way of working with partners and communities on safeguarding.
  • Represent and take part in multi-agency groups such as the PSEA taskforce, where active, relevant clusters, and work proactively with other active NGOs, especially regarding any joint reporting mechanisms or referral pathways

Your profile:

  • University degree in social sciences/work, child protection, human rights, law enforcement, law, human resources or relevant area. 
  • 2-4 years progressively advanced working experience in safeguarding, PSEAH or some of the areas above.
  • Experience of case management and admin inquiry processes
  • Experience in designing and delivering training, including strengthening the capacity of key stakeholders.
  • Experience of working with partners and by using a participatory approach as well as of coordinating responses with a range of actors, including Government authorities, national/local organisations, NGOs, UN.
  • Certifications on Safeguarding, Case Management, Workplace/Safeguarding Investigations from the accredited organizations i.e CHS Alliance, Humentum, Safeguarding Resource Hub, UN Agencies, INGOs/NGOs.
  • Fluency in both Ukrainian and English Languages (written and spoken)
