Malteser International is the international humanitarian relief agency of the Sovereign Order of Malta. Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). Following the full-scale invasion on 24 February 2022, Malteser International has expanded its humanitarian support rapidly to address the growing needs across the country in partnership with more than 8 local partners to provide critical support and relief to people affected by the crisis. Today, Malteser International’s humanitarian response includes distribution of food, hygiene items, winter kits, Shelter and MPCA to hard-to-reach areas in Eastern and Southern Ukraine to alleviate challenges and risk of people lives. The international network of the Order of Malta stands with the people affected by the war in Ukraine and will continue to do so for as long as help is required.
For its work in Ukraine Malteser International is looking for a Communication and Public Affairs Manager - National Position.
As Communication and Public Affairs Manager, you will support the current country communication and public engagement strategy and be responsible for strengthening the communication, visibility, and donor-facing capacities of our local partners in Ukraine, Malteser International.
Your responsibilities:
- Develop and implement a country-wide communications and visibility strategy aligned with MI HQ, donor requirements (ECHO, GFFO, BMZ, EU, UN, ICDF, etc.), and MI Ukraine’s Country Alignment Plan, leading branding, messaging, and narrative across all platforms
- Provide strategic communications advice to the Country Coordinator and Senior Management Team on public positioning, reputational risk, sensitive communications, and crisis communications, ensuring protocols are applied during high-risk incidents
- Act as MI Ukraine’s media focal point by building and managing relationships with Ukrainian and international media, drafting and coordinating press releases, interviews, op-eds, talking points, Q&A briefs, and supporting media engagement
- Ensure compliance with donor visibility and accountability requirements, coordinating field stories, photos, videos, case studies, and producing high-quality impact communications to support fundraising, reporting, and proposal development
- Support humanitarian diplomacy and public affairs by engaging with embassies, donor missions, Order of Malta diplomatic representations, and Ukrainian national, oblast, and municipal authorities, including preparation of briefing notes, speeches, background papers, and support to official visits and public events
- Support digital communications and content management by contributing to MI global platforms in coordination with HQ, overseeing social media and digital storytelling where applicable, ensuring rapid production of high-quality multimedia content from field locations, and maintaining a content pipeline aligned with operational and donor cycles
- Support partner communications and localisation efforts as required, and comply with and actively uphold MI safeguarding policies and Codes of Conduct, including child protection, prevention of sexual exploitation and abuse, bullying, and harassment

Qualification requirement

Bachelor's degree in Communications, Journalism, International Relations, Political Science, or related field

Minimum 5 years’ experience in communications, public affairs, or media within humanitarian, development, or international organisations

Experience working in conflict or humanitarian settings

Strong public speaking and diplomatic communication skills

Proven ability to manage sensitive and high-risk information

Strong understanding of humanitarian principles and humanitarian diplomacy
What we offer:
- Start Date: ASAP
- Duty Station: Lviv or Kyiv
- Duration of contract: 1 year with possibility of extension, subjected to donors’ funding
- Salary according to qualification and experience, starting from 3470 EUR gross
- Medical insurances, PSS, 36 days per year AL + internal benefits
