Malteser International is the international humanitarian relief agency of the Sovereign Order of Malta. Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). Following the full-scale invasion on 24 February 2022, Malteser International has expanded its humanitarian support rapidly to address the growing needs across the country in partnership with more than 8 local partners to provide critical support and relief to people affected by the crisis. Today, Malteser International’s humanitarian response includes distribution of food, hygiene items, winter kits, Shelter and MPCA to hard-to-reach areas in Eastern and Southern Ukraine to alleviate challenges and risk of people lives. The international network of the Order of Malta stands with the people affected by the war in Ukraine and will continue to do so for as long as help is required.

For its work in Ukraine Malteser International is looking for a Deputy MEAL Manager - National Position.

As Deputy MEAL Manager, reporting to the MEAL Manager, you will drive the development of MI’s MEAL system and support partners across Ukraine in meeting planned inputs, indicators, milestones, and targets. You will also contribute to the MEAL strategy for MI programming, ensuring program impact is measured, communicated, and used to inform accountability and improvements.

Your responsibilities:

  • Lead MEAL planning, coordination, and reportin by supporting the development, and improvement of MEAL plans, SOPs, methodologies, and guidance. Play a key role in developing project-level MEAL workplans, ITTs, and logframes, ensuring the accuracy and quality of indicators and reported figures, in close coordination with MI MEAL officers and partners’ MEAL focal points
  • Ensure for data quality and reporting management, strengthening partners’ capacity in collecting, analyzing, and reporting qualitative and quantitative data for evidence-based decision-making. Oversee monthly MEAL reporting requirements (MoVs, trackers, narratives, and indicator tables), review partners’ MEAL reports, and provide feedback and follow-up support
  • Lead monitoring, evaluation, and learning, tracking program activities, outputs, and outcomes against targets and indicators, documenting successes and challenges and contributing to service evaluations, compiling MEAL inputs for donor reports, and leading the documentation of lessons learned to inform future planning and proposals
  • Provide technical leadership and assessments,developing and reviewing MEAL tools (assessments, registrations, PDMs, FGDs, distribution lists, checklists), and conducting field visits, sampling, and remote monitoring to ensure compliance with project objectives and donor requirements
  • Support accountability and program management, implementing accountability mechanisms, integrating findings into project design and adaptive management. Provide technical support and evidence-based recommendations to MEAL officers and partners, supporting in proposal development, and leading sector-specific or multi-sectoral needs assessments as required
  • Focus on capacity building and information management, assessing partners’ MEAL capacities, developing capacity-building plans, mentoring, and training MEAL staff, and leading dashboard development and data analysis (Excel/Power BI) for internal and external reporting.
  • Uphold safeguarding and security compliance, following MI policies and Codes of Conduct, reporting breaches promptly, ensuring adherence to safety and security protocols, participating in briefings and trainings, and reporting incidents or threats to the designated focal point

Your profile:

  • University degree or equivalent in the field of Social or Political Science, Development Studies, International relations, Project Management, and other relevant fields.
  • Proven experience working in MEAL for the humanitarian sector or data management and analysis
  • Proven organizational skills and ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues.
  • Demonstrated management experience with the ability to engage and motivate staff and partners in a challenging new area.
  • Experience with both quantitative and qualitative data collection and reporting techniques.
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local staff and other stakeholders.
  • Very good computer and analytical skills are required.
  • Working proficiency in English and Ukrainian are required.
