Malteser International (MI) is the international humanitarian relief agency of the Sovereign Order of Malta. For over 60 years we provide relief and recovery for people during and following conflicts and disasters around the world. MI has supported emergency care system strengthening in East Africa since 2018 through its Emergency Care Systems (ECS) Program. MI works with governments and partners to develop sustainable, nationally anchored ECS guided by the World Health Organization (WHO) Emergency Care Systems Framework (ECSF). Rwanda was added in 2024, and Malteser International is establishing a new office in Kigali to expand its Emergency Care Systems (ECS) programming. 

For its work in Kigali Rwanda,  Malteser International is looking for a motivated Emergency Care Systems Project Manager – National Position.

This work will focus on strengthening coordinated emergency care across the continuum, from community-level response to pre-hospital services and facility-based care, while aligning closely with national priorities and frameworks.

Your responsibilities:

  • Organize work plan development, implementation, and adjustments as needed to meet program goals in order to have a successful, coordinated and timely implementation of all project activities and budgets
  • Prepare, compile, and monitor regular reports on project goals, objectives, outputs, outcomes, plus activities as well document lessons learned, best practices, and opportunities to expand the project’s scope for sustainability
  • Liaise with all relevant stakeholders and build networks to support the planning and implementation of project activities and offer guidance in order to align efforts with project objectives
  • Represent the ECS program in Rwanda towards local authorities, partners, (I)NGOs, and donors in coordination with the ECS Coordinator
  • Prepare funding proposals and concept notes to mobilize resources for ECS activities, in coordination with the Program Coordinator, Technical Manager, and the ECS Team
  • Collaborate effectively with ECS program teams in neighbouring countries for knowledge sharing and project alignment

Your profile:

  • Bachelor's degree in public health, project management, other health or health management field, or a related field (master's degree is an added advantage)
  • Certification or specialized training in project management
  • Minimum of 5 years of experience in project management, ideally within ECS, public health, or development programs
  • Experience working in the field of emergency care systems development is an added advantage
  • Demonstrated experience coordinating multi-stakeholder projects, with a focus on workshops, training, and network-building activities
  • Experience in working with local authorities, NGOs, and international organizations, ideally within the East African region

What we offer:

  • Start Date: June 2026
  • Duty Station: Kigali, Rwanda (with frequent travel to project sites)
  • Duration of contract: One year (renewable)
  • Salary from 2,7million RWF up according to qualifications and experience.
