Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). As a result of the Russian attack in February 2022, Malteser International has expanded its humanitarian activities in Ukraine with a strong partner focus to include relief distributions in war-affected areas – winterization – a scale-up of Mental Health and Psycho-social support – as well as social support and cohesion.
In support of the current and envisioned program implementation and to reinforce the capacities of our local partners in Ukraine, Malteser International is looking for a Finance Officer for its office in Kyiv.
The Finance Officer will be responsible for financial monitoring of partners, verification of financial documentation, and ensuring that expenditures comply with donor requirements and internal organizational policies. The role involves supporting partners in financial reporting, delivering capacity-building trainings, and contributing to consolidated financial reporting for consortium projects. The position reports directly to the Finance Manager at the Malteser International Kyiv office.
Your responsibilities:
- Conduct financial monitoring of assigned partners, reviewing reports, vouchers, and supporting documentation for accuracy and donor compliance.
- Review and verify partner cash requests, ensuring alignment with approved budgets and partnership agreements.
- Consolidate financial reports from multiple partners for consortium projects and support donor reporting.
- Provide guidance, training, and coaching to partner finance staff to strengthen financial systems and compliance capacity.
- Ensure accurate financial data entry, manage work advances, process reimbursements, and maintain audit-ready documentation for the Kyiv office. Identify compliance risks, support mitigation planning, and assist in internal and external audits
Your profile:
- Bachelor's degree in Finance, Accounting, or Business Administration; Master's degree or professional certification (CPA, ACCA) is an asset.
- Minimum 2–3 years of finance experience, with at least 1 year in partnership finance in the NGO or international development sector.
- Strong knowledge of donor financial guidelines (e.g., GFFO, BMZ, UN agencies) and financial compliance frameworks.
- Proven ability to conduct financial monitoring, voucher verification, and audits, with high attention to detail and documentation accuracy.
- Strong communication and capacity-building skills, with fluency in Ukrainian and professional proficiency in English.
