Malteser International (MI) is the international humanitarian relief agency of the Sovereign Order of Malta. Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). As a result of the Russian attack in February 2022, Malteser International has expanded its humanitarian activities in Ukraine with a strong partner focus to include relief distributions in war-affected areas – winterization – a scale-up of Mental Health and Psycho-social support – as well as social support and cohesion.

In support of the current and envisioned program implementation and to reinforce the capacities of our local partners in Ukraine, Malteser International is looking for a HR Manager.

As a HR Manager, you will provide cover to the HR Lead and play a key role in supporting the expansion and upscaling of the Ukraine office. In this role, you will ensure the continuity of HR functions during the scaling-up phase including handling employee relations cases, facilitating the recruitment, onboarding and orientation of new staff, ensure policy & legal compliance with respect to best practice, and implement strategies to improve staff wellbeing and workplace relations.

Your responsibilities:

  • Design and execute recruitment plan that align with the expansion of the organization’s operations in Ukraine.
  • Lead on and oversee recruitment, onboarding, and training of staff required for the upscaling of projects.
  • Develop wellbeing-initiatives aimed at improving staff morale, mental health, and overall work-life balance.
  • Develop the national HR manual and relevant guidelines as per MI guidelines and Ukrainian legislation.
  • Keep updated on the Government new labor regulations and ensure that MI abide by them and orient managers and Country Coordinator on the changes taking place regarding the regulations. 

Your profile:

  • Bachelor’s degree in human resources, Organizational Development, or a related field; a master’s degree or professional HR certification (e.g., CIPD, SHRM) is an asset.
  • Min. 5 years of relevant work experience in HR roles and 3 years of proven experience in similar positions with international NGOs. 
  • Previous experience in Ukraine (onsite or hybrid) is a must 
  • Proven track record in supporting office growth and staff wellbeing
  • Strong attention to detail and good analytical and communication skills.
  • Proven hands-on experience in developing policies, manuals and SOPs.
  • Fluency in English (written and spoken); knowledge of Ukrainian is an asset.

  • Duration of contract: 4 months on a consultancy basis (with possibility to extend to a national contract)
