Malteser International (MI) is the international humanitarian relief agency of the Sovereign Order of Malta. For over 60 years we provide relief and recovery for people during and following conflicts and disasters around the world. Malteser International (MI) has been operating in Syria since 2014 in response to the humanitarian crisis. Guided by a strong commitment to localization, MI works primarily through national partner organizations, supporting locally led responses and strengthening civil society capacities. Its interventions focus on 3 strategic sectors: Health, Water, Sanitation and Hygiene (WASH), Food and Nutrition Security, addressing the needs of vulnerable populations while promoting local ownership and long-term impact.

In support of the current and envisioned partner program implementation and business development, Malteser International is looking for a Partner and Business Development Manager – National Position.

As Partner and Business Development Manager, you will lead the management of partner projects, ensuring strategic alignment, quality implementation and compliance of local partner activities by guiding and supervising a program and M&E team. In addition, you will be responsible for business development, identifying funding options, developing new project proposals, and cultivating strong relationships with key donors and networks to support program growth and sustainability.

Your responsibilities:

  • Design programme interventions in line with MI programme policies and donor requirements, based on up-to-date needs assessments and in collaboration with headquarters and technical experts.
  • Ensure the effective, timely and high-quality implementation of ongoing, developing and future projects.
  • Coordinate, support and provide quality control to the Programme and M&E team in close collaboration with the Country Director.
  • Oversee systematic data collection, progress analysis and results monitoring in line with project documents and logical framework approaches (LFA).
  • Supervise and coordinate donor reporting, ensuring high-quality contributions from programme and technical teams.
  • Lead strategic donor engagement and the development of high-quality funding proposals to support programme growth and sustainability.
  • Represent MI in sector and coordination forums and foster strong relationships with donors and partner organisations, including partner capacity strengthening.

Your profile:

  • Advanced University degree or equivalent in social sciences, development studies, international relations or project management. 
  • At least 8 years of professional experience, including a minimum of 4 years in similar roles with international NGOs, and experience managing multi-sectoral programmes in challenging environments; regional experience in Syria is an asset.
  • Strong management skills and good knowledge of major national and international donors, knowledge of German donors (GFFO, BMZ) are an asset.  
  • Strong analytical, strategic planning and problem-solving skills, with the flexibility to adapt to changing circumstances.
  • Proven ability to manage multiple priorities effectively while maintaining high-quality standards and fostering a collaborative team environment.
  • Excellent communication and negotiation skills, with demonstrated sensitivity and diplomacy in engaging with local institutions.
  • Stress resilience and readiness to live and work in a challenging security context.
  • Fluency in English (written and spoken).

  • Duty Station: Syria – Damascus or Aleppo - with frequent visits to other offices.
  • Duration of contract: 8 Months 
  • Salary according to qualification and experience, insurance package
