Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). As a result of the Russian attack in February 2022, Malteser International has expanded its humanitarian activities in Ukraine with a strong partner focus to include relief distributions in war-affected areas – winterization – a scale-up of Mental Health and Psycho-social support – as well as social support and cohesion.

In support of the current and envisioned program implementation and to ensure safe and secure environment of MI and our local partners in Ukraine, Malteser International is looking for a national Safety & Security Manager.

Under the supervision of the Country Director, the Safety & Security Manager will provide timely, accurate, consultative and situation analysis of the prevailing security situation. In addition, S/he will ensure effective safety & security management practices across the country program in line with MI Safety & Security Essential Standards. S/he will advise the Country Director of any immediate changes in security context which may affect programming ability and/or delivery and liaise with key stakeholders, including UN, NGOs, and Government Authorities, etc.

Your responsibilities:

  • Conduct Safety & Security audits and risk assessments of MI’s premises and areas of operations, and oversee the implementation of recommended improvements, including the establishment of a Security Management Plan (SMP), Standard Operational Procedures, Contingency Plans and Risk Matrix
  • Establish and maintain local information networks to obtain and verify safety & security information, for the purpose of MI-internal alerts, advisories, and briefings
  • Support MI program teams (e.g. partner due diligence), relevant processes (supplier risk mapping, vehicle maintenance, integration of S&S clauses into contracts) and implementation partners (location selection, safety assessments, mapping of locations) for MI project locations and activities in Ukraine
  • Provide inputs for regular contextual analysis and including forecasts and scenario planning and develop and regularly update threats assessments and risk analyses
  • Provide support in developing an access strategy for MI in the project areas as well as design and implement risk mitigation measures
  • Identify Safety & Security training needs and facilitate training delivery on necessary safety-related issues and/or procedures when/if required
  • Perform other duties as assigned by Line Manager

Your profile:

  • A formal security qualification or appropriate security management training and minimum of 5 years of practical experience in security management
  • Prior relevant Safety & Security experience in hostile contexts (humanitarian, aid delivery/relief operations, ideally including medical facility setup and operation)
  • Understanding of humanitarian principles and their application within humanitarian security risk management, previous working experience within humanitarian organizations is an advantage
  • Proven experience of risk assessments, incident reporting, incident mapping, information collation and analysis, security technology
  • Excellent interpersonal skills with the ability to communicate and represent at all levels and establish networks and coordinate with different stakeholders with sensitivity to cultural, ethnical, social, and political issues
  • Ability and willingness to travel also to high-security-risk environments
  • Fluency in both Ukrainian and English Languages (written and spoken)

  • Duty Station: Kyiv/Ukraine with frequent travel to other oblasts 
  • Duration of contract: One year (with possibility to extend)
