Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). As a result of the Russian attack in February 2022, Malteser International has expanded its humanitarian activities in Ukraine with a strong partner focus to include relief distributions in war-affected areas – winterization – a scale-up of Mental Health and Psycho-social support – as well as social support and cohesion.

In support of the current and envisioned program implementation and to reinforce the capacities of our local partners in Ukraine, Malteser International is looking for a Senior MEAL Officer for its office in Kyiv.

Under the supervision of the MEAL Manager, the Senior MEAL Officer will be responsible for the provision of regular oversight of the implementation of activities in terms of planned inputs, indicators, pledged milestones as well as targets.This role supports the organization’s ability to capture and communicate the impact of its programs, ensuring that lessons learned are integrated into program designs and strategies.

Your responsibilities:

  • Assist in creating MEAL plans during the proposal stage and develop an M&E Workplan and ITT for each project, coordinating with partner MEAL teams.
  • Ensure monthly reporting requirements are met by coordinating with partners. Review partner MEAL reports, providing feedback and ensuring quality submissions.
  • Compile and review MEAL data for interim and final donor reports.
  • Monitor program activities against targets and indicators, and document successes and challenges.
  • Lead the creation or review of MEAL tools (e.g., assessment tools, surveys, distribution lists) in collaboration with partners.
  • Provide technical support and organize training, coaching, and mentoring sessions to enhance the MEAL capacity of partner teams. Develop and implement capacity-building plans based on needs assessments.
  • Ensure regular monitoring field visits for projects and provide feedback for quality assurance.
  • Perform other duties as assigned by Line Manager.

Your profile:

  •  Bachelor’s degree or equivalent in the social sciences or public health fields.
  • At least 3-4 year in MEAL and/or data management.
  • Proficient in conducting both quantitative and qualitative analysis, rapid appraisals, and skilled in using MS Excel and data management tools.
  • Strong ability and enthusiasm for working with local partners and enhancing their capacities.
  • Skilled in data visualization and mobile data collection tools like Kobo.
  • Ability to work in a multicultural team, demonstrating cultural sensitivity and adaptability.
  • High ethical standards, integrity, belief in human rights and gender equality, confidentiality, flexibility, and versatility.
  • Fluency in both Ukrainian and English Languages (written and spoken).
